These Regulations give further directions to the special health authority known as the Special Hospitals Service Authority which was constituted on 1st July 1989. Following the abolition of the Rampton Hospital Board, the Broadmoor Hospital Board and the Moss Side and Park Lane Hospitals Board, these Regulations replace the limited functions which were specified in regulation 2 of the Special Hospitals Service Authority (Functions and Membership) Regulations 1989 and direct the special health authority to perform, on behalf of the Secretary of State, a wider range of functions under the National Health Service Act 1977 relating to special hospitals as well as his functions as manager of those hospitals by virtue of section 145(1) of the Mental Health Act 1983.
